Conn USA Alto - Shooting Star SN doesn't match

I just bought an old used Conn Alto Sax. The woman said she bought it used in 1969. It has the shooting star engraving showing Conn USA on it. However the serial number is confusing! There is ONLY the number 11831. So, I have no idea based on the SN lists when this thing was made. It's just super confusing. Not to say the lady lied, because that's of course possible ;) Could someone please help me figure this out?
