WAT IN THE WORLD ARE "CECILIO" SAXES?

I have recently been looking at altos in ebay and other places in the web so i can practice at home then i suddently came across a "cecilio" alto sax. It was only like 300 bucks on eBAY it did look cool but it also seemed suspicious...so, i was wondering if some1 could 1. tell me if "cecilios" should be trusted and 2. tell me about an alto that is reasonably priced yet it wont sound like someone shoved a handfull of nails down the bell
