Determine the Maker

I have an old Tenor sax that I was told was made by VMI. The maker is not identified on the horn. It is stamped "East Germany," has body SN 32198, and neck SN 32155. It is brass with silver nickle rods and keys. It does not have high F#. Is this a VMI horn? Or?
