What Makes the Blues the Blues?

Are the blues considered a totally different genre than jazz? Or are they a subgenre of jazz just like big band and bossa nova, and swing are. I used to think that blues based their music on the blues scale, and that sound made it the blues. But, in jazz, you hear the blues scale a lot too. Then with the singers, blues is about may I say more negative things than jazz. But I don't think that's right. I guess the real question is what makes you distinguish the two from eachother or are they more of included in eachother? Thanks for helping me out, -tenor562
