Since it says "Germany" instead of "West Germany" that suggests either that it's a post-1989 horn or it was made in East Germany. Either way its most likely source is the East German operation that produced Weltklang and other European stencil horns, which morphed after unification into B&S.
The VMI/Eagle combination suggests to me that it was part of a custom order for the Virginia Military Institute. If it's pre-1989, that military academy was buying horns from the East German Commies!
