Question about 1980s Conn 16m

I'm potentially buying a Conn 16m saxophone with the serial number 3909246, which would seem to indicate it was manufactured in 1989.  Is this still a good saxophone?  I see the 16M is fairly well regarded but all the discussion and pricing I can find is for models from the 60s and earlier.  From what I can gather the quality dropped off in the 70s when they moved the production to Mexico, but I can't find any information on the instruments made in the 80s.  The seller is asking $1400 canadian for it, which seems high given what older and possibly better instruments typically sell for.  Do any of you have any opinions on this?  Thanks in advance.

    It's a student model horn, and $1400 is definitely high for what it is. You'd be better served using that kind of money on a better instrument.
