New pads & corks about $300. New horn at least $1500 new? You figure to be able to recoup the overhaul cost if you decide to trade up later - so check with a good tech and see what it needs. It is a student horn model and you might want better some day, but my recommendation there would be $3000++, so why not start with what you have? Good Luck.
