It is going to be a stencil of Conn's New Wonder Series I or New Wonder Series II horn design, sans the rolled tone holes. I'm assuming you have identified the horn by it's serial number layout i.e. T # ************* L and the Mercedes style Low C key guard etc, not by any CONN or CONN LTD engraved marks specifically. All Wolverine models I have seen were stencils, without the true maker's name on the horn, whether they were made by Conn, York, Martin and marked as WOLVERINES.
