This is a vintage Conn Tranny (true Che Berry). It is basically the start of when Conn was developing into the 10M on a tenor saxophone.
Value is what someone is willing to pay you for it.

I would check around the saxophone sites and see what they are charging.
Then expect to get a bit less. Their price is retail.
They are very common, but good instruments.
As far as refurbishing it, I'd sell it as is and let the buyer deal with who they want to work on it. I see nothing that should be done to it. But, it probably needs a tech to look over it for basic playability.
